The most common example of bribery is the bribe given by truckers to the police ,excise officers while crossing the borders without paying the right amount of taxes like VAT and Excise, or for any other reason like passing the overloaded truck, passing the illegal items.
Recent changes in VAT which are called Global Service Tax are still not global to India, to the checking at bordes of state for the goods will still be there.
This problem can be solved by simply a online system that accepts the input from the transport company about what goods he/she will transport and what will be the vehicle number crossing the border. Here transporter will pay the taxes electronically.
On the border barriers number plate detection system, weight meters can be installed for verification.
As the transporter has already paid the taxes and the excise department would have been known about the goods the vehicle is carrying the last part in the system is the verification of the goods.
The best solution is that the vehicle in charge carrying a receipt of the goods he/she is transferring and the receipt can be tracked electronically by bar code or something. But as it is a very futuristic approach I provide a simple solution here.
Verification of the goods will be done by overhead cameras on the barriers, which will show the videos to government officer at the barrier, officer supervising him/her and up to the hierarchy. Any higher officer can check anytime that the goods are verified honestly by the person at the barrier without any notice of the barrier in charge.
